Position of tray icon's tooltip

I use Windows (7, Classic look) RTL Hebrew.
Is the tooltip’s arrow in the right position?

For me the arrow is in the center, and that is directly above the avast tray icon. This is on my win7 32bit starter edition, Acer netbook.

It seems the problem is RTL editions.

That could be the case; I just wondered if it might have something to do with Language settings, if that might also have something to do with the positioning of the tooltip.
