After updating to 4.6 and rebooting the PC , I cannot access ANY web pages.It basically tries to load the page and just stays blank for as long as I am prepared to leave it.
I am using Windows XP Pro (firewall disabled)

It would appear to be a conflict between Norton and Avast. Disable Norton and all works fine.Enable it and disable Avast ,all work fine.Only when they are both running is there a problem.it appears to be something to do with the WebShield?? I can leave all the rest running ,including Norton and its fine.
Are you sure that you are running NAV 2003 and avast! two resident AVs together? If so there is likely to be conflict and you should get rid of NAV.
Your firewall would appear to be blocking ashWebSv.exe (the web shield process) access to the internet. It should have asked you if ashWebSv.exe has permission to access the internet and you should have allowed it.
You should manually add the ashWebSv.exe to the allowed programs (you will have to check your firewall help on how to do this).
