Until there, you can change your own clean notes into the Internet Mail provider settings.
The default inserted (French) notes don’t contain any accented characters, so I guess you must have modified them already (or you have some old version… ?)
The problem with the e-mail inserted notes is that it’s not clear what encoding the e-mail (before attaching the note) will have, or if it would be possible to convert the appended text to the target encoding at all. The result might also depend on recepient’s e-mail client or its settings… all in all, using accented characters in the appended notes is not recommended.
