They’re not viruses. Avast doesn’t open archives that are password protected to scan them. You shouldn’t be concerned about it.
However, if you suspect that those are infected, upload the files to Virustotal to check. If they are infected, you can use the tool FileAssassin to delete the locked files. Please use with caution as deleting critical system files may cause system errors.

You do not have access to them. Windows blocks them.
It’s the System Restore folder.
Don’t worry about them.
avast can’t scan files that are password protected, it doesn’t know the password.
There are many legitimate reasons why a file was password protected. It’s really nothing to worry about - it’s normal.

Yes, there is. But password protected files are inert, can’t harm, you need to unpack them (or the malware will) and they should be detected when they’re out of the passworded archive.
You can disable/enable System Restore or delete the old restore points.

No, it’s not necessary.
You can scan within Windows, as usual.
If you find something that you can’t get rid of, you can schedule a boot time scanning.
Other antivirus just don’t report that files, so the user is not alarmed.
