Hmmm… Look, avast does not change anything regarding to Internet connection. It just scan, not block.
This is a typical firewall issue.
Firewalls? Which ones? More than one?
We all know that, most of the times, disabling is not enough to remove a conflict.

I get a “Internet Explorer cannot display the web page” error, and there is NO sign of communication between the PC and the DSL modem doing the related diagnostic displays a claim that the Ethernet connection is missing - but it is all there properly - and this laptop PC is working fine thru a wireless hub and into that same DSL modem.

Obviously, SOMETHING has been trashed in my Internet Network Connections program caused by installing, then UNinstalling Avast - and I need to find out WHAT, and how to restore or correct it!
No possibility that avast can trash your connection…!
Please check the cables from/to your modem.
Unplug them, clean them, replug them. Retry…!
