I’ve seen this twice in 2 days on 2 customers computers.
Avast will say not protected and that the service is not running. When checking the program version it says it was released 12/31/1969. Reboots do not resolve the issue.
The clock is set correctly. Both Computers are running Windows 8.1 A reinstall of Avast does fix the problem
