Programs slowing down your PC - Slowdown severity? (Smart Scan)

Does anybody know how these “Programs slowing down your PC” are determined programatically, and how the “Slowdown severity” percentage is calculated?

Windows 10 has startup impact under the Startup tab in Task Manager. You can disable startups you do not want or need there.

Most programs are marked as Not Measured.

Would it be possible for a developer or evangelist to describe how the “Slowdown severity” is calculated within Avast itself please?
