I have licence for 3 PCs on 3 PC and I uninstall it from one PC can I install it to a new one and what if my PC crashes and I need to reinstall Windows?

Should be, as long you are using the same ip address to activate… But not sure totally, let others to comment on…
I think it will be alright as long as the same license is not used on 2 computers at the same time.
