Unless you have a clean backup of the data, the data is gone.
There is no decryption tool for it.
There are decryption tools for Cerber 3 https://howtoremove.guide/cerber-3-ransomware-encryption-virus-removal/ though unless you are experienced in ransomware removal I’d leave it for the experts to work with.
Only works for cerber and cerber2, not for cerber3

As to how well it works “who knows” 
still a job for an experienced expert imo.
There are no decent decryption tool/instruction for the files, affected by Cerber 3 and Cerber4. Some day the AV-developers will find a cure, but now there’s no way to recover the encrypted data. Just curious was avast installed on your pc before the infection? Was it a updated version?? Did you disable your antivirus in the process of getting the file?
