Check your computer for Malware with
Malwarebytes Antimalware http://filehippo.com/download_malwarebytes_anti_malware/
after install click UPDATE and run quick scan, click on REMOVE SELECTED to quarantine anything found

$RECYCLE.BIN is a system folder for vista. hidden and read only.
and desktop.ini is the configuration set up of any folder that you did customize 
but sometimes when the virus is manually deleted it create a restore from that folder
as long as you have avast that folder clean

HI AGAIN, YES I DID INSTALL AND RUN THAT SOFTWARW AS A MATTER OF FACTS THAT’S ONE OF THE PROCEDURES AS WELL AS INSTALLING A GERMAN SOFTWARE WICH WITH BOTH REALLY TAKE OUT A LOT OF JUNK YHAT I HAD IN MY REG AND WIN32 FILES BUT DID NOT ALLOCATE THE FILE THAT IS REWRITING THE VIRUS, I ALSO CLEAN MY USB DR DELITING THE AUTORUN.INF FROM THEM VIA CMD AND WITHOUT THE EXPOLRER OPEN, HAVEN ATTACH ANYTHING TO MY COMPUTER BUT I STILL CAN’T FIND THE CURE :

START
CMD
START TASK MGR
FINISH EXPLORER.EXE TASK
ON CMD WINDOW I TYPE MY USB DRIVE THAT I INSERTED
THEN I TYPE DEL AUTORUN.INF
THEN
DIR .
THERE WAS NOTHING
THEN RESTORE WIN IN THE TASKMGR APPLICATION WINDOW
REMOVE THE USB DRV
WENT TO PROCESS WIN IN TASK MGR
TRINSTALL USB DR BUT NOTHING HAPPEN SUPPOSOLY WILL SHOW A WINDOW WITH THE NAME OF THE FILE WHERE IT IS HIDDEN OR REGENERATING BUT NO NOTHING WAS WRITTEN TO THE USB DR
THERE IS ANOTHER CSRSS.EXE BESIDES THE ONE THAT IS ON WIN32 FOLDER THIS IS ON ONE OF THE X86_ FOLDER BUT COULD NOT RENAME OR DELETE THE ACCES IS DENEID EVEN IF I START MY COMP IN SAFE MODE COMMAND COM
