I have AIS subscription.
I need to reinstall my OS. Do i need to uninstall or de-activate avast with this PC first? and then reinsall OS and then install AIS and license again??

you dont have to just reinstall using the lic file again
You have AIS licence file right? Then no need to uninstall it before OS format… Format your PC, install AIS and activate it with the licence file…
If you are reinstalling the OS, presumably you are doing this (a repair install, not a format and install ?) from the Installation CD. You place your windows CD in the optical drive and reboot (your optical drive shout be set as the first boot device in the BIOS), this should recognise you already have windows installed and offer some options, repair being the least non-destructive option.
If so then you aren’t actually in Windows so avast won’t be running.
