I have put infected files in avast chest ( toshiba 8200, w 98) I would like to restore the bad files with DOS because windows is out . How to do that?

I’m afraid it is not possible; when avast! cannot be started, the files cannot be extracted from chest 
How have you tried to get into windows ?
If you haven’t tried safe mode, try that if you can get in then start avast and see if you can’t get into the chest and extract the file.
If you can, copy the contents of the Chest folder to a floppy or USB disk.
Install avast in another computer. Copy the contents of that folder into the ‘new’ Chest and try to restore the files.
