It will help if you would say what version of Avast! you are currently running, and also provide the build number. Example: Avast! Free, 7.0.1474 or whatever you actually have.
As for the rootkit scan, this happens eight minutes or so after your system has booted from a cold start. Once the boot is completed, then the rootkit scan runs, so under normal circumstances, the answer to your question would be no. Here it tends to run nine minutes after boot.
Many other potential causes for a slow start up other than an Avast! rootkit scan, too many to list without additional information, such as the make and model of your computer, OS version, have you run any other antivirus programs in the past, running more than one at a time, etc.,.
