Rouge: Virus Total 2010?

I was just wondering, I stumbled upon something named Virus Total 2010 while searching on google. Is it a rouge antivirus? I couldn’t find anything useful except red rated sites when searching on google.

I wonder what happens when you download it with no antivirus software on a virtual machine. ???
