Settings not locked when marked as lost

Hey

I have a rooted Samsung Galaxy S3. Generally, Anti-Theft is working perfectly on my phone, but when I set it to “LOST”, I still have access to the settings and / or to the program manager though I have set Anti-Theft to “Deny program manager access” and “Deny phone settings access”.

Is that a known problem on SGS3 phones?

Same problem with Samsung Galaxy Note (ICS 4.04).
Is there a solution ?
