how do i submit the file

This was really vauge, but do you mean sf.bin is seeing a lot of activity?

You do not need to submit that file, because Avast! already has it, so to speak. It is a part of Avast!

If you open Avast! and look at the graphs for the shields, is there a file it is scanning over and over again?

The sf.bin file is part of the avast emulation function. When files are scanned depending on A) the file type and B) your settings. Part of that scan may be an emulation to check out what that file does.

So what do you mean it hijacks avast ?

It will be located within any sub-folders of C:\Program Files\AVAST Software\Avast\defs\
