I (personally) would never ever use such sites.

If you want to help hackers, then go ahead. Your password will be added to a database of passwords that hackers use to hack on-line bank accounts, for example.
Snap to that - I don’t even trust the Microsoft check password option.
What you need to know are the rules governing what is a good password and what isn’t - so I did a search on that very question underlined and there are more hits than you can shake a stick at. Just don’t choose one that wants you to enter a password, you only want the basis rules. The problem is that many of the sites returned are unknown or don’t have much detail, so it is hard to choose. The blindingly obvious:
Password should be longer than 8 characters the longer the better, a mixture of Upper and Lower case letters, numbers and special characters (#, -, _, etc.). Though some sites won't allow special characters in a password.
But don't get carried away, you have to remember it and this is where it becomes difficult (or you have to write them down, could be stolen). So you might want to consider a password manager product, Avast has one (not free) avast! EasyPass, which is based on RoboForm I believe, but there are other options.

Never uses words or names in a password as it is liable to dictionary attack to crack them.
Don't use the same one for all sites.

So if you learn the basics you don't really need a site to check your password and possibly compromise it.

Secure means nothing that’s just the connection, it doesn’t stop the site harvesting your input, it just keeps prying eyes of what is passing to and from your system.
If you believe this is harmless then I fear that you have other things to worry about than password security, in what constitutes a strong password.

Acc. to me this website just warns for hacked passwords from their database.
Just enter an email message and their database checks.
What’s wrong with that? So far I don’t understand.

How do you know that by supplying them with your email address,
that yours wouldn’t be the next email address to be put on their hit list to be hacked ???
That may not be the case but if your always on the defensive, then you’re less likely to be hacked.
