I have got 2 slots for ram in my brand new desktop. I’ve have put 1Gb ram in both these slots. But when I ran Belarc Advisor, Slot ‘DIMM0’ is Empty.
I checked the control panel and its displayed that I’ve only 1GB ram instead of 2 Gb
Why? ???
Could be a bad stick or badly seated.
Try swapping sticks round in the slots, or try just one stick at a time in different slots, starting with the one that is in dimm1.

Upgrading memory can be a tedious (and aggravating) process as you’ve discovered, some of it due to incompatibilities between the modules and the motherboard, particularly in more proprietary systems. What is your system and motherboard “make and model” exactly (or is it a custom whitebox,) and what is the brand and specs of the module you are tring to install? This utility can help with obtaining this information. Does DavidR’s steps help at all?

I bought a new one and tried and it worked

I’ll give you one example
You see a thief robbing another woman. What will you do? Turn her other cheek or purse for the thief. NO!
You’ll pin that thief to the ground and if you have a gun you’ll shoot his leg.

First try the carrot and not the stick, works much better, simply tell him it is a bad stick and ask for a replacement.
RAM isn’t all checked before sale or it would be much higher in price, they probably test a very small number at factory level to confirm the run.
Not all RAM is compatible with all motherboards, so there are many factors which could be a factor than someone trying to rip you off. Lets assume that you find the a problem with the slot or motherboard, how would that make you fell if you treat everyone as a crook first rather than a simple case of a faulty piece of RAM, it happens, more so in non-branded cheaper RAM.

Whilst not wishing to have this topic drift way off topic into a religious debate, I think you need to reread who is shooting who in the leg, none other than your fellow christian 
Whilst the rest of us realists are working on giving the benefit of doubt rather than "going to screw that guy which gave me this bad stick " or shoot someone in the leg.
Aside from bad stick, I’ve seen user abuse by magnetic exposure or trying to force using a 90 degree angle instead of slight slant.
