Slow http with Web Shield Scan web (HTTP) traffic on on W2K Pro.

I have 15/5 verizon fios and avast! 5.0.545 on W2k and 4.8 on system 7. I have been having some noticeable slowdown on my W2K system for some time testable using speedtest.net. I just discovered that if I disable Web Shield Scan web (HTTP) traffic that the speed test returns from the previous ~5MB/s to my 15MB/s. It is fine on system 7.

Any assistance would be greatly appreciated.

I have placed speedtest.net in exclusions and it is still slowing down the test results.
