Avast Free AND Avast Premier 12.3.2280 (tried both versions, same problems) on Windows 10 x64 Anniversary.
When opening some programs (Sumutra and Libre Office), there is a 3 second delay on opening the program (does not get faster with subsequent opens).
Problem is fixed by disabling “Enable Reputation Services”.
