I get charged for international texts so if avast is set to block an international number and they try to spam me will I still get the charges even if avast blocks it? Also, would the same apply with calls?

you are going to be charged for both. We block on device level, charges apply on carrier level.

Oh, that sucks. 
Noone except the carrier can block it on carrier level so you might want to get in touch with them to see if there is any possibility for them to set up some kind of blocking.
