There are some that find Soluto as a good tool for analyzing and fixing startup delays.
It isn’t a tool I personaly use.
Disabling a number of unnecessary startup programs won’t hurt. Press Windows key+R then type in msconfig. Press the Startup tab and untick those that you think is unnecessary. You may check here the entries that you are unsure of.
I use this on my system - The windows performance toolkit, http://www.msfn.org/board/topic/146919-install-the-windows-performance-tools-kit/
And I use xbootmgr to speed it up http://www.msfn.org/board/topic/140262-how-to-speed-up-boot-process-under-windows-vista-or-windows-7/
It will take an hour (approx) to run but I have found it beneficial on my 7 system

such as the power saver setting, multiple anti-virus programs running, multiple startup programs running,
and too many users logged on to the computer.

Advice: Uncheck process of missing startup executable HWSetup.
Windows Defender is still active. (I too have Avast Free aboard)
Can I follow up the advice? What you think? What is HWSetup?

Disable Defender as avast has already got you covered there.
HWSetup can safely be disabled http://www.bleepingcomputer.com/startups/HWSetup.exe-17224.html
CCleaner if installed will give you some more detailed information as to what startups you have and if you attach a pic we maybe able to see what else you have there to be safely disabled.
