Strange behvior in Application Rules for firewall?

I run an english language version of Windows 10, and have used Avast for many years.
When I recently looked in Avast’s firewall, then scrolled down to System, I notice that the info changes at times. Most other Apps/programs show where it is installed, except the System.
System shows 2 different strings of what looks like Japanese text. See attached pics.

Is this normal behavior or should I investigate further?
