So i now have some system issues.

An IPv protocol is missing and i cant install it since Windows states a group policy is blocking it
end result is no network at all. Before Troubleshooting said that WinSock reg keys are mising, I deleted them and resetted like in this topic: http://answers.microsoft.com/en-us/insider/forum/insider_wintp-insider_web/windows-socket-registry-entries-missing-according/5f54e033-9d49-4de0-bf23-576653641b20?auth=1
Now 1 folder is back, one is still missing totally.

No printers can be installed since the print spooler isnt running and cant be started at all too.

When copying 60 GB of Iso files to an external HDD one svchost starts eating up up to 1.2 GB RAM and hogs the CPU down to 95+ percent.
Any clue whats messed up here?
Have you tried resetting the network ?
From an elevated command prompt :
netsh advfirewall reset
netsh advfirewall set allprofiles state ON
ipconfig /flushdns
netsh winsock reset catalog
netsh int ip reset c:\resetlog.txt
ipconfig /release
ipconfig /renew
netsh int ipv4 reset
netsh int ipv6 reset
Thats not changing anything.

One svchost process starts at 80 MB after logon and goes to 80% CPU and 300 MB in minutes…
What is running under that svchost instance

I have a backup dated 16.12.2015, should i try to restore that?
Aye that is what I meant … Mayhap a restore point will work
Worked, but now i cant log in since i recently changed my mail adress…
And fixed by changing to my old mail on my MS Account
