Tried it, was glitchy, uninstalled it. Needed a VPN, reinstalled it, but it says there’s a technical issue. I can’t buy a subscription or anything, because it has a technical issue. Uninstalled and reinstalled it over 4 times, same thing.
Tech support doesn’t help because I don’t have a license, which I can’t get because it doesn’t work lol.

The only thing that appears when you go to open it in the avast page: “Oops! SecureLine VPN has encountered a technical issue.”

Suggest a repair of your avast installation (SecureLine VPN is a part of avast) followed by at least two reboots whilst connected to the Internet. This is so any micro-fixes or updates can come in that may fix your issue(s). Use Programs and Features to do this. Right-click avast and select repair.

For the future, strongly suggest not updating avast through the user interface (GUI) but completely remove and install each new version update as brand new. You’ll need the full offline installer current version for this.
What’s also nice about doing it this way is that you get to keep the offline installer to re-install should things get glitchy in the future.

Online installers work well only if your internet connection is good to very good. So go the offline route.
