Google proposed a better DNS protocol with dns-resolving through geo-location data. That would save us hops. But you can also test it here: http://visualroute.visualware.com/

Well OpenDNS already has a form of localization it detects what region you are in and its IP that you set for OpenDNS uses the regional one if applicable.
