It is through choice because there are Vista Firewalls available which Tech has decided not to use. Even the built in Firewall has outbound protection built in. It's just hard to use which is why [url=http://www.sphinx-soft.com/Vista/][b]Vista Firewall Control[/b][/url] was invented.
