Third-party app notifications vs avast firewall

Does the avast firewall block all communications to the outside for apps if it is enabled or does it have limitations?

As a rule of thumb I block all apps in the avast firewall as soon as I install them due to intrusive or questionable permissions by developers. Unfortunately it’s becoming a trend so my choice is either to not install much of anyhthing on my phone or block apps. Of course I choose the latter.

I have this game (Subway Surfer), it’s blocked of course but I keep getting notifications for it. The app has been blocked since I first installed it. I understand notifications are triggered by apps so how is it possible the app knows an update is available?

Can somebody clarify that please?

My guess is that the notification about the update available came from Google Play, which I assume isn’t blocked in Firewall. If the icon is “a shopping bag with an arrow”, then it came from Google Play app. It manages updates of all apps, the apps don’t do it themselves.
