1st saw this error yesterday, now more cases today. I can reproduce this in my office. Has licensing requirements changed from the way it has been over the last 9 years?

That does not work, it errors with that message. That issue should be fixed in 2 weeks (license issue, it should work). However, these unmanaged (managed off by default) installers now contain both server and client versions embedded in this installation file. You can visually see this when custom installing on a server:
