It gives a jpg file…i compared the downloaded jpg file with a normal jpg and this downloaded jpg file contains some binary…

You are missing perhaps the best (new) part of the virustotal site the Behavioural Information tab, I’m no expert but this seems pretty conclusive. In that why would a .jpg file be doing/accessing all of these things.
