Hello–
I ran a boot-time scan, and the following threats appeared:
Threat: HTML:Downloader-AV [Expl]
Threat: JS: Downloader- APO [Trj]
I tried to “repair” and I get the following message:
Error: The system cannot find the file specified
I tried to “move to chest,” and I get the following message:
Error: Error 0vC0000022. (-1073741790)
Any suggestions?

Repair only works in the case of a virus infection of a legit file, Trojans, etc. are malicious files so no repair can be effected.
What were the file names and full location ?

Both were in the browser caches (IE & FF), neither would have been able to be repaired, but why it supposedly couldn’t find the file having detected it, if you were taking this action from a scan report, this file may well have gone.
I’m not aware of that Error 0vC0000022, so I don’t know why it couldn’t be sent to the chest.
In any case I would recommend that you clear the IT Temp Internet Files and the Firefox browser cache (Clear Recent History from the tools option).
