אני משתמש חדש יחסית וכשאני רוצה להתקין את התוכנות של AVAST המחשב שואל האם לאפשר לתוכנה לבצע שינויים בהגדרות המחשב, מה אני אמור לעשות, והאם זה אמור להיות מסוכן למשהו במחשב?

These permissions are expected for an antivirus product, as it has to act deep inside the system.

I do not believe so, Antivirus Programs have to work at a relatively low and early level to protect your system. This will be the same for many Antivirus products.
Windows is just letting you know, as if you hadn’t installed something like an antivirus program that works at a low level (and needs to make changes to the computer settings). If you hadn’t installed such a program, then I would be suspicious.
I have been an Avast Free for over 21 years.
Presumably this is your first time installing Avast ?

If you are talking about Windows Defender, that is OK. Avast will simply take over from it.
If you have another 3rd party antivirus product (or a trial of one) installed, then you should un-install that product completely using the products own uninstaller program, before installing Avast.
