There is nothing wrong with the way he posted. If you don’t want the toolbar, opt out of it. It’s simple. I’ve never used the 'builds" page, didn’t know it existed, and see no need for it.
UPDATE–I just opened CCleaner, clicked on the check for updates link at the bottom right and went to the download page. I chose to download it from Piriform like I always do and saved the download in my Installers folder. I then closed CCleaner and ran the installer over the top of the current version like I also always do for this program. There was no mention of, nor option given to install, any kind of toolbar and the program is successfully updated.

I have tried to use the builds page in the past and have had problems with the download on all of them (don#t know why), so I have always used the MajorGeeks site for the slim build, http://majorgeeks.com/download4191.html.
Like other such slim/lite versions I usually bookmark the download page, so I don’t rely on a link being posted for software I have installed. Or I simply invoke any update function built in to the application, etc.
So whilst a link is nice it isn’t essential if you already have a application installed you should be regularly updating and bookmarking the link or using the software’s update function if it has one.

Unfortunately not every one is as precise and cautious as you.
If there is a way to avoid the toolbar in the first place,
then that's the safest route to take, The builds page has been around for years even if you didn't know about it.
