I have discovered that if you install the IE10 upgrade for Win7, you will not see the platform update show up in Windows Update. Why is that? It’s because the platform update gets installed as part of the IE10 upgrade. I installed IE10 before checking at Windows Update and I have not seen any notice for the platform update. A Google search revealed that they are combined in the IE10 package.

I wondered what it meant at the beginning of the IE10 installation when it said that necessary updates were being downloaded and then applied. Now I know.
