I’ve been using that link (the distribution3 one) for ages, but this time around it appears that Adobe is going through a de-centralizing process. When I went there, I was asked my geographic location, and redirected to http://www.adobe.com/ca/products/flashplayer/distribution3.html (note the … /ca/ … addition). Probably they’re just trying to reduce the load on their US servers, or maybe they hope to get useful stats on how many users are where.

Since I’ve already got Secunia PSI installed, but set to not install automatically unless approved, ran a scan last night and it installed both new flash versions for me without a hitch. Was finished on this XP machine in 8 minutes for both versions.
Seems that would be easier to implement this than going and getting the updated file yourself and running that update, especially if you do not mind waiting a day or so for the update to come in via PSI. A few programs monitored by PSI are flagged as automatic updates, and the rest are done manually, but flash is set as automatic.

I just tried the link (from the USA) and got no re-direction. Maybe other Canadians will post if they see the same as you. Are you behind a proxy or VPN?

Sandboxie 4.02

This release is a redesign of the inner workings of Sandboxie which improves compatibility with current and future versions of Windows. For a technical discussion, please see this forum post.
These are the changes to Sandboxie since version 3.76:
• Full protection is offered on both 32-bit and 64-bit Windows. The Experimental Protection feature, which enabled full protection on 64-bit Windows, is no longer needed, and was removed.
• Improved compatibility with avast!, Driver Verifier, EMET, F-Secure, KeyScrambler, Lingoes, Listary, Norton Internet Security, Office 2013, PGP, Proxifier, ProxyCap, Solid Converter PDF, Windows 8.
• Removed support for Windows 2000. Service Pack 3 is required for use on Windows XP.
