I knew about the “builds” link and have used it in the past. But I find it is usually several days before that page shows the latest version.
I usually go direct to https://www.ccleaner.com/ccleaner/download/portable

Since the builds page is now hidden from general access ( pushing the full build to pressure the advertising :
) I find the builds seem to all get their updates at the same time these days.

It may be cynical, but many have stopped using CCleaner completely. It has also possibly stopped some ever using Avast again, e.g. those who got avast installed after updating CCleaner some time ago.

Oh I know - I was one, at one point.
But I only use the portable version and prevent if from phoning home by blocking it in Avast firewall 
I only use it for checking my system restore points and an occasional registry check, both of which it does well.
I never use it as a cleaner; I replaced all that functionality with a batch script
