I use both Outlook and Outlook Express on my personal laptop. Outlook is used to access corporate e-mail, while OE is used for POP3 e-mail. (There are issues with ReplyTo and SMTP that make this the easiest solution on hand.)
I only see the Avast splash screen for Outlook/Exchange when I open Outlook; are my e-mails still being scanned when I’m using Outlook Express? Is there an easy way to switch this over?

The splash screen is because it is a plug-in for ME Outlook. OE and avast’s Internet mail provider work transparently (when on a system with NT based OS), you should see the avast icon rotate as email is scanned, you should also see the Scanned Count change (in the Internet Mail provider’s Detailed view) and the Last File Scanned would also change. There should also be information in the headers to indicate the email was scanned.

So there should be enough indications to show it is working.
