But when you try an use that site for vulnerability testing, you are being blocked by Google,

It is not only that Google blocks you, but also NoScript’s ABE gives a “request filtered by ABE; Deny”
I think it is a form of censoring. One can use a tool to either sculpt or ruin, but taking it away just to prevent abuse is restrictive, well i.m.o.,

Well there is no race against this, only you can paste your request into Scroogle.
So the serious anti-malware vulnerability searchers will have their queries returned,
