I have had this a couple of times, it is essentially a failure to connect to google’s translation service.

Note, I have had this in other areas not just the Avast Forum, the inability to connect to the Google translation service.

I also have a Translation App (ImTranslator) in Firefox that I used a lot, before the new forum software had any translation icon.
