when u add a safe file to virus chest, still avast let u run that .exe and won’t try to block it…
i wana know what’s the point with this option (add to virus chest)when u can still run that exe file ?

As you stated yourself, it’s a safe file so why would Avast block it :

i know but there is no way to learn avast if a file(safe or suspicious ) add to virus chest try to block it?
i think its necessary when u have suspicious file(and avast say its safe) but u decide and want to block it, there is no way for this

You move it to chest and send file to avast lab from chest, then avast lab will add detection for it if malicious

Suspicious file(s) can also be checked at virustotal.com

avast is a antivirus, it detect malicious files, if not found malicious it take no action

if you dont like that file (and have no internet) simply uninstall/remove it untill you get the result from avast lab or virustotal
