Try to boot into SAfe Mode and then run avastclear.exe from within Safe Mode.
Thank you for your help!, The avastclear.exe did open when I booted up my computer in safemode. Now that I’ve uninstalled avast and restarted, my computer is running completely normal again. I’m now just hoping that whatever was wrong with the avast won’t come back when I reinstall. Thanks again for your help!
