This means one of your system restore points is corrupted.
Solution is to open system restore and disable it on all drives, reboot and re-enable it then create another restore point.
problem solved
A full path to the file would have been useful as it would appear to be in a windows protected storage are associated to system restore and as such is protected by windows from deletion or being moved by avast.
Win XP-ME - How to disable System Restore
Once you have disabled system restore, reboot, that should automatically delete the contents of the _Restore folders. Scan your PC again and if clear enable system restore.
