VPN is always off at startup

Why is VPN always off when I open the Windows 10PC? How can I stop this happening?

Have you reviewed your settings for when to start the VPN (start when PC starts) and when to connect ( when connected to the internet

Note: Starting the VPN when PC starts and Starting automatically when connected to the internet are 2 different settings
