VPN set city XY but maps shows my exact true possition

VPN is set (for example TORONTO CANADA) but device still shows true possition (where I realy am) when using map application.
Device is in Airplane mode, GPS is OFF, only Wi-Fi.
HLP PLS…

VPN will not change your “Maps” location. Maps only uses your GPS to get your location.
At least, i never saw a VPN service/application changing location in Google Maps or another “maps” application.
