How can one uncheck programs through the firewall, like Microsoft Office Onenote is checked both under Public & not Home/Work?

MS OFF Onenote & Outlook are checked in Public only & not Home/Private but displays an error when trying to uncheck from Public any clues?

Yahoo IM is only checked in Home/Private but won’t get unchecked?
