What is your firewall ?
Does it allow avastSvc.exe internet access ?
If it does delete the entry for it and do a manual update and reconnect to the internet, this should force the firewall to ask permission again.
If the problem is firewall related reinstalling may not help if it continues to block the web shield.
However, I don’t know if a replacement mainboard would change any unique settings, but that I would have thought would give something like an invalid license error.
Have (or did) you another Anti-Virus installed in this system, if so what was it and how did you get rid of it ?
My firewall is Linux bastion between LAN and internet. Other Avasts work behind this firewall, Windows firewall is not used.
I have used Avast for over two years on this system.
Mainboard replacement required an XP install/repair from Windows XP SP2 Upgrade CD (which requires uninstall of IE versions greater than 6) Revalidation was required as well as re-entry of product key. A winsock repair was done prior to discovering the fault was with avast web shield.
