I am running on windows 10 and I want to restart my Laptop because
It is super slow when gaming. Before it was better.
My father told me that my Laptop Makes the internet Cut out in bandwidth randomly.
Avast takes up a majority of my Disk space and sometimes memory even though I have looked at the system requirements and that my PC Is beyond the requirements.
I want to have a clean fresh start with Windows on my Laptop.
Someone please let me know if all of my passwords, notes and credit cards will still come back when I install Avast and sign in again. I want to make sure I know what I am doing.
Restart your laptop or do a clean install of Windows ?

“4. I want to have a clean fresh start with Windows on my Laptop.”
A simple restart/reboot won’t change anything, but doing a clean reinstall of windows depending on how you are going to achieve this could result in the loss of all installed programs. Reinstalling your programs from scratch could result in the loss of settings and passwords.
I don’t use the Avast Passwords function, so I can’t speak about backing up or saving and restoring the passwords. So I would advise you to check out these support articles.
It is becoming a practice of mine to run a Windows 10 feature update ISO for the same version as is already installed, e.g. if I am running 1909 then update to 1909. This process seems to resolve issues which are difficult to attribute to a particular cause. Seems to work for me. Lots of Windows settings go back to default but applications are unruffled.
