It sounds like a hosts file problem. Check the contents of the file at the location for your operating system.

You definatly have a DNS problem. Check the DNS settings in your network properties. Make sure they are as your provider instructs you. If they are and you can still not access sites, try OpenDNS

Well both the links work for me and personally I would cut out the middle man URL avast.ru avoiding any redirection and connect directly to the URL given by Tech, hxxp://www.avsoft.ru/avast/ (Change the hxxp to http) as that is where avast.ru is redirected to.

About a week ago all 13(?) Arpa Root Servers where updated to use dnssec.
This can cause connection problems to certain sites.
Especially if the visitor is using a small ISP, or the site is hosted on a small/private server.
