Why I get this error scanning with sucuri's..

Scanning the site with sucuri’s I get: can for: http://www.bizimbal.com/
Hostname: www.bizimbal.com
IP address: 81.214.249.169

System Details:
Running on: Apache
Unable to properly scan your site. Site returning error (40x): HTTP/1.1 403 Forbidden
Here I can scan: http://urlquery.net/queued.php?id=2360125

Trying to go to the site I get a Error 101 (net::ERR_CONNECTION_RESET): the connection has been reset

What is causing this, I can visit the site via a webproxy: http://www.dutchproxy.nl/browse.php?u= etc etc &b=0&f=norefer

Is this avast shield related or just my google chrome browser settings?

I get a sync received from ns2.turtrack.net when trying to reach /www.bizimbal.com/
and on another site for that domain:

And I have normal access to that valuable site now,

Something seems a bit wrong here. Doing a cmnd ns lookup for bizimbal com http I get sitecom134:sitecom134 192.168.0.1 and server cannot resolve the domain name. Could have something to do with the settings of my wireless router or skype?
Anyone to comment? Is this a misconfiguration or a block from that site?
Going to the site on vtunnel and searching my IP I get Your request is an Offensive Action!
