Why is winstart.bat on my desktop

I realize this is an old issue but for years I have never really been able to get an answer. I am hoping someone can help clarify. Several times when I have set system files to show three files show up on my desktop. Two copies of desktop.ini (safe and just part of the system) and a copy of winstart.bat which as I understand it is supposed to be in C:\windows. As many have pointed out these files appear whenever I do a scan as files which can’t be scanned. I decided not to post in the older forums as I really want to know

  1. Why does it appear on my desktop
  2. Is there anyway of removing it or is it necessary for Windows 7

winstart.bat (the legitimate file, not if it is created by malware) should be in c:\Windows (=default Windows installation folder)
It is run to perform commands before Windows is fully starting.

Please copy/paste the content of the file in your next post.
Let’s see if it tells us more.
